With funding from the Medical Research Foundation and the University of Sheffield'a Knowledge Exchange and Impact programmes, the team has been working with local and provincial governments to develop and implement esstential training for local government health system stakeholders across Nepal.
On 2nd April 2026, a participatory workshop on “Strengthening Logistics and Procurement Training for Local and Province-level Health Stakeholders” was held in Hetauda, Bagmati Province, organized by the Ministry of Health, Bagmati Province. The facilitation was led by Mr. Nesnal Niruala from the Ministry, with support from Nepal Federal Health System Project researchers Ms. Amshu Dhakal and Ms. Barsha Rijal.
The workshop brought together stakeholders from Bagmati Province and its local levels - Hetauda Sub-metropolitan, Chautara Sangachowkgadhi Municipality and Panchpokhari Thangpal Rural Municipality – and featured highly interactive sessions, including brainstorming and prioritisation, problem tree analysis, and group discussions. Participants explored existing logistics and procurement training systems, identifying key strengths, gaps, and implementation challenges.
Research findings on training needs were also shared, followed by collaborative development of actionable recommendations. The workshop highlighted the importance of standardized, practical, and role-based training, along with strengthened coordination and capacity-building to improve health system efficiency at the local level.
From 28-30 March 2025, a three-day Training of Trainers (ToT) on HFOMC was held in Bardibas, Mahottari District. Led by the Provincial Health Training Center (PHTC) of Madhesh Province and coordinated with DHO Dhanusha and Mahottari with logistic and financial support from the Nepal Federal Health System Project, the program brought together health coordinators from 18 municipalities. Participants received structured training in conducting basic level HFOMC training clarifying their roles and responsibilities, forms and formats for local level planning including overall training facilitation skills. This initiative supports the creation of a local pool of certified HFOMC trainers, contributing to long-term institutional strengthening of primary health governance.
From 26–27 November 2024, a two-day capacity-building program was conducted for Health Facility Operation and Management Committee (HFOMC) members in Ganeshman Charnath Municipality, Dhanusha District. Organized by the municipal health section with support from Nepal Federal Health System Project, the training engaged 42 participants from 10 health facilities covering all wards of the health section. Sessions focused on HFOMC roles and responsibilities, self-evaluation, governance planning, Basic health service package, Minimum Service Standards (MSS), and community engagement. Local leadership, including the Mayor and Deputy Mayor, pledged strong support for continued HFOMC strengthening efforts as part of broader improvements to local health governance.
